Supporting Fire Services South Africa (SFS-SA) is a newly established non-profit company that aims to proactively reduce fire-related risks and losses across South Africa, to the benefit of communities and landscapes, becoming a catalyst for enhancing South Africa’s fire-fighting capacity.   The establishment of the SFS-SA was initiated by major players in South Africa’s short-term insurance industry Santam, Old Mutual Insure and Hollard, to support fire services throughout South Africa in reducing fire-related risks and losses for communities.

Job Description

Contract Type: Initial period is for a 3 year contract with an option to extend. 
Location: Can be based in Johannesburg or Cape Town. Will be required to travel nationally.

The SFS-SA is looking for a qualified person to represent and grow the SFS-SA. This role offers an exciting opportunity to work with key stakeholders in the important field of supporting Fire Services nationally. This role also offers the opportunity to contribute towards national development, addressing climate change and related social challenges. If successful, the role can be extended beyond the initial contract period.

The Stakeholder & Programme Manager is responsible for positioning SFS-SA as a credible and trusted partner in strengthening fire services across South Africa.  

  • The role is weighted 60% towards stakeholder management, with a primary focus on local municipalities, disaster management structures, National Treasury, COGTA, and SALGA another influential stakeholders. The manager will lead engagement with these bodies, ensuring SFS-SA’s objectives are understood, supported, and embedded within the public sector environment.  
  • The remaining 40% focuses on programme management: building and managing the project pipeline, contracting and monitoring implementing partners, and ensuring delivery against KPIs within SFS-SA’s Monitoring, Evaluation, and Learning (MEL) framework.  

By combining these two functions, the role ensures that high-level relationships translate into well-delivered programmes and measurable impact for South Africa’s fire services and the communities they protect.

Roles and Responsibilities

Stakeholder Management:

  • Work with the SFS-SA head to clearly frame the SFS-SA programmes and projects.
  • Source and vet implementing partners Monitor programmes to ensure KPI’s are met, and MEL is followed
  • Resolve implementing partner and programme non-performance
  • Assist with developing project pipeline

Other:

  • Assist with SFS-SA’s strategic planning and annual reviews.
  • Track and share emerging legislation, policies, or sector developments relevant to fire services and disaster risk management.
  • Support the development of internal systems and processes for efficient operations (stakeholder database, reporting templates, partner management tools etc).
  • Mentor or guide junior staff, consultants, or interns where relevant.

Qualifications and Requirements

  • Bachelor’s or post-graduate degree in Communications, Public Policy, Social and Environmental Development, Disaster/Risk Management or related field.
  • Minimum 5+ years experience
  • Strong government and policy networks (essential)
  • Understanding of public sector and environment Stakeholder engagement in non-profit sector, government or related field.
  • Well networked and able to unlock opportunities
  • Proven track record in partnership building 
  • Experience in programme oversight
  • Excellent communication skills
  • Ability to travel within South Africa
